Band 8 model answer

The question of whether charging admission fees for museums is widely debated in modern society. While universal free entry reflects the democratic purpose of museums, I am convinced that carefully designed admission fees can be justified if they strengthen rather than narrow access.

The most compelling reason is that cultural institutions require stable funding for preservation and interpretation. This matters because rare manuscripts or fragile artefacts cannot be displayed responsibly without expert conservation. Moreover, revenue can support educational work that public budgets may not cover. These effects can continue to influence individuals and communities beyond the immediate situation.

Admittedly, pricing can silently exclude those who would benefit most from cultural exposure. Yet this weakness can be reduced if fees are combined with free entry for children, residents, and low-income visitors. Furthermore, a balanced approach would allow financial sustainability to coexist with public mission.

On balance, charging is acceptable only when museums remain civic spaces, not luxury venues. Provided that those rules are consistently enforced, this approach offers a stronger and more sustainable answer to the issue.
