Band 7 model answer

It is often argued that public libraries. Although there are understandable reasons why some people support it, I believe that it is useful only if the downsides are limited.

A major reason is that libraries provide access, quiet space, and community resources. In practical terms, not everyone has reliable internet or a peaceful place to study. This can lead to better outcomes for individuals and society. In addition, it can also create broader social benefits.

Nevertheless, the disadvantages should not be ignored. maintaining libraries can be costly when digital alternatives exist. Another concern is that it can also place new pressure on people and institutions. These problems may reduce the value of the policy or behaviour if no safeguards are provided.

For these reasons, I would argue that the best answer is a balanced one. libraries should evolve into hybrid learning and community hubs.
