Band 7 model answer

It is often argued that government funding for scientific research. Although there are understandable reasons why some people support it, I believe that it is useful only if the downsides are limited.

A major reason is that research can create long-term innovation and public benefits. In practical terms, medical or energy research may solve problems that affect millions of people. This can lead to better outcomes for individuals and society. In addition, it can also create broader social benefits.

Nevertheless, the disadvantages should not be ignored. research funding may seem distant from immediate social needs. Another concern is that it can also place new pressure on people and institutions. These problems may reduce the value of the policy or behaviour if no safeguards are provided.

For these reasons, I would argue that the best answer is a balanced one. governments should fund research while protecting essential services.
