It is impossible to help all people in the world, so governments should focus on people in their own countries. To what extent do you agree or disagree?

Band 7 model answer

It is often argued that whether governments should focus aid on citizens rather than people abroad. Although public money should first protect citizens' basic welfare, I believe that this priority does not remove all international obligations.

A major reason is that citizens reasonably expect their government to provide security, healthcare, and education. In practical terms, a country with homelessness or weak hospitals may lose public trust if it gives unlimited aid abroad. This can lead to stronger legitimacy and social cohesion. In addition, limited aid can still prevent crises that later affect everyone.

Nevertheless, the disadvantages should not be ignored. global problems such as pandemics and climate change do not stop at borders. Another concern is that extreme poverty and conflict can create migration and instability. These problems may reduce the value of the policy or behaviour if no safeguards are provided.

For these reasons, I would argue that national responsibility and international cooperation should coexist. Governments should set clear aid budgets while protecting domestic services.
