Writing Task 2 prompt

In many cities, housing is becoming too expensive. What are the causes of this problem, and what solutions can governments provide?

许多城市的住房越来越贵。这个问题的原因是什么?政府能提供什么解决办法?

Band 8 model answer

The question of whether expensive housing is widely debated in modern society. While its appeal is easy to understand in modern life, I am convinced that the real question is how to manage it wisely.

The most compelling reason is that better supply and planning could make housing more affordable. This matters because new homes and transport links may reduce pressure on city centres. Moreover, it can also create broader social benefits. These effects can continue to influence individuals and communities beyond the immediate situation.

Admittedly, public intervention may be slow or politically difficult. Yet this weakness can be reduced if governments should increase supply and regulate speculation. Furthermore, a balanced approach would allow people to keep the benefits without letting the harms dominate.

On balance, it is valuable, but only when responsibly managed. Provided that those rules are consistently enforced, this approach offers a stronger and more sustainable answer to the issue.
